Land Auction game design suggested by saferain:
"Land with higher value needs to be auctioned, and land with lower value can be purchased directly. It is recommended to auction the land once every six months, and the plots are more than 4 * 4."

Personally i wouldn't use this.
Given you could have 15 cities which might all have auctions at the same time, keeping track could be awkward
it could lead to land being bought and held "on the off chance of needing it later" already the maps need to be bigger (or have off map extensions for things like resource areas, farming zones).
Depending on the size of plots you might end up with owned areas that don't fit anything.
Can you sell these high value plots or would they only go back to the city who would then auction them again ?
