Large world imports

I'm trying to make a game with a lot of cities, but the more cities I have the more imports there are.
There should be a way to limit total number of seaports in the game, not just per city

When starting a game with 10 I am unable to start another because it says disabled at cap, yet with the DLC I have the cap is 15, so unless I start it more than 10 I can't ever have more than 10.

With 15 cities there is pretty much nothing that isn't being imported.

Also when trying to set the number of seaports per city with the script the game crashes got no reply on the last topic I posted about that.

Please change the header in your script file from [PRODUCTS] to [IMPORTS].

This is an example:

[HEADER]
Title=No seaport

[IMPORTS]
Consumer Goods Seaports=0
Industrial Goods Seaports=0
