I made a composite of distances to CBD with city view. I believe the CBD is at the red X spot next the pointer hand.

CBD in the river
After the introduce of dynamic CBD, from time to time I find some cities have no CBD red dots showing on the minimap (they may begin with CBD red dots, but after awhile mysteriously disappear). So I digged a little deeper, and find a city like that, and build "probing commercials" everywhere, to see how close they are to the CBD. And by my estimation, the place where CBD should be is in the river.
I made a composite of distances to CBD with city view. I believe the CBD is at the red X spot next the pointer hand. Even if I build a lot of commercials elsewhere in tight group, the CBD would still stay in the water, not moving to a new location.
