Building Bug for patch 8.1.04

There is a building bug in the new patch. In the beginning, i am able to build duplicate buildings by holding shift. After a few minutes of playing, I am no longer able to do that. attached is the game file

I think i found the problem. i originally turned on AI advantage, up to 50 buildings can be built prior. I turned it off and now after building 50 buildings, the quick build holding shift stops working. when i lowered the amount of buildings i can build in the advance AI head start to 1 building, i can no longer build while holding down the shift key.
