Currently you cannot build certain buildings if they are not connected to a road - however if you control the city government you can remove roads. The game allows you to remove roads even if that building originally required an adjacent road.
My suggestion is to check anytime a road is removed - would this leave the firm roadless (and is that a firm which requires one)? If it is do not allow the road to be removed.
And yes I know it will kill off the strategy used in this thread:

But destroying roads disadvantages the AI as they can't build anything if the roads are gone, whereas the human can just add a road, build something and then get rid of the road.

dont mind either way but i can just zone all the land to dont build here if i want to do the same thing
(time wise if really isnt worth doing it, i just did it for fun - and if a store burnt down in the middle id have all sorts of trouble trying to fix it).
