I was trying to figure out my total operating cost, and decided to take a long how much my freight cost is, and to my surprise it's surprisingly low. So I looked into the details, and found out the city-to-city part of the freight cost doesn't count in CED DLC. Is it because this is a very small nation and small map, or is it the shipping between cities is sponsored by the nation and free?
And how about with survival mode on? since there's no seaport, how would it determines the "exit point" of the city for in-city trucking cost? Edge of the map? Then which edge is the north, east, south and west?

We are looking into this issue and will get it fixed in the next patch v4.2.06.
