I think I misread the info, it's the output unit's utilization rate. I thought it got fixed in earlier patch. Although it can be said that when demand exceed supply and there is still idle time during the output unit is completely out of stock, the utilization rate will drop during that period where sales unit has nothing to do. This is still the same after the patch, only when they are at near balance the utilization will reach 100%.

This might be due to other bottlenecks, like the rate products flow from the Input units to the Output unit.

The Output unit at the center does show a correct utilization rate, so the old bug should have been fixed already.

Perhaps with a save game, it would be easier to tell what exactly going on, and check if it's a bug, see if the patch fixed all the utilization issue.
