How To Increase Expertise

I'm 40 years into a game and cannot figure out how to increase expertise. My COO,CEO and any other candidates all have 0 in all categories.
I think the best thing to do is when you hire someone for COO, etc is to use someone with expertise in that domain area.
And as long as you are the CEO, I'm not sure.
