Talent spawn in newly created cities? (CES + Digital Age)

Just trying the new 5.0 beta release and ran into this. I can't get any talents to spawn in new cities, making software or research is impossible there. All talents seem to be in the cities created at the start. Are there certain requirements that need to be fulfilled for talents to spawn in newly created cities?
