City zones

I can't place any Digital Age companies in a City zone. I think a Digital Age Company is like a R&D Center?

No, you can immediately start building these buildings. Can you build other buildings on those plots? If not its probably public property.

Yes, i'm able to build other buildings on those plots. If there are no zones, I can build the Digital Age building there.

This bug will be fixed in the next patch v5.0.04.
