Resources in the later game
Is it a bug or just suppose to be realistic that in the later game resources decline and don't spawn? I'm at 2101 and even at 2088 there was still no oil wells. Haven't had any oil spawn in years.

I think it's just a matter of luck. Oil rarely appears with my games too. That's why it's a good monopoly
