RealWorld MOD bug?

Is this a bug? Got a city where I had 100% brand rating, using warehouse to advertise.

I then start making diesel and the bio fuel and drop 3 stations down. All sells well then I notice my brand rating now 0. I add the fuel to the warehouse to advertise. Makes no difference.

I delete the factories making the fuel and the gas stations and suddenly my brand rating starts to increase again.

Its very odd as only appears to be doing it in one city. It can't be the rating of the fuel as its not far off the next city that doesn't have the brand issue. Its odd.
