Suggestion - Taxes need to be imposed on in game persons

A city can have taxes imposed on individuals called "Individual Income Tax" but this does not effect in game persons. For example no taxes are collected from a salary being paid to the CEO or other senior company officials, despite the fact that the amounts they get paid can be quite substantial (millions).
My suggestion is that cities collect individual income taxes for these persons - it could be based on the headquarters location. Payments made in that city would then go to that city's coffers, perhaps incentivising the player to choose the location of their headquarters more carefully.
In addition these taxes could also imposed on any income made by other persons from stocks, dividends, bank deposits. If there is no headquarters then perhaps the money collected could be evenly split among each of the in game cities.
