Tried now. start scenario 2, check number companies, exited game. I got 21 21 20 21 18 companies. And trying just a custom game with no scripts. New game, custom game, reset, slide competitors to 40. Only have 24 total companies. I just tested scenario 2 five times and every time I got 21 companies...

While the dev team was checking the election issue you mentioned, they also improved the gameplay balance of the election system.
