Try opening Magitek.txt and changing it to 1.12. It should not have any compatibility problems as far as I know.

Re: seaport balancing
The new version 11.0.25 added a Very Low option for Seaport Import Quality. It also increased the prices of seaport imports for better gameplay balance. Please test it and check if gameplay balance with seaports is now good. Can verify the Very Low seaport quality - I think this is good as it is us...

I think it should be easier to transfer techs, but I don't think it should be for free for the same reason other transfers should not be free (helps to prevent potential manipulation).
