In the next patch:

If you set Competitor Aggressiveness to Very Low, Low or Moderate, the AI will have a greater tendency to build factories in rural areas, regardless of freight cost concerns, making it easier for the player to buy land plots in suburban areas next to the CBD.

As the title says, why does the AI build all their non store buildings in the CBD ?
I dont see the use of building something their that doesnt have a need for a customer traffic.
It actualy slows down the city progression cus they demolish homes and use up space for apartments and stores.

I know in real life factories and such setup shop in town aswell, but not to this extend, and mostly they are directed to the edges/suburban or just outside living areas
