Its pretty much happening in all the cities.
Seems to be the only way the Local AI can keep up with Phat group

It must be a bug, local competitors' quality normally should be < 100.

Hi David

I have a case where the local AI's tech is greater than 100.
Perhaps this would have to increase the 'maximum technology' to match the Local AI's tech?
