Yes, that seems to be correct. I loaded savegame, and checked that the only companies that had tech at 184 level were Tech companies. Companies making that product were at 159.

This report might be correct.
Top tech is the top tech of product in production or sale.
Actual tech is your top developed tech. If you haven't applied it to factories, top tech will be lower.

But both technologies were top level ones.

While looking at this i noticed that on firm's technology raport, top tech for Leather Belt is not displayed correctly. When i want to start new research of Leather Belt it also shows Top Tech 159.

Tech acquisition costs are not calculated in a linear fashion. Cutting edge technologies (techs close to the top tech) are much more expensive to acquire.

Im playing with "Tech Cost Modifier=1000", it should be that every 1 point of tech is worth around 1mil.$, but its not always like this, please check the pictue:

First AI pays around 170mil.$ for 172 points of tech (1mil/1point), but second AI pays just 36mil.$ for 91 points of tech (1mil/3points).
