assume this may be similar to
a previous issue now that we can have more cities.
I seem to have reached some limit of seaports. I have 10 cites, custom defined to have only 29 seaports: 19 commercial and 10 Industrial. The seaport firms are number 1 through 29, and go in order by city and the by commercial before industrial.
#28, a commercial seaport, is always empty.
#29, a commercial seaport, always only has 1 product.
"Always" means that I have restarted the game using
my script multiple times to confirm this. I have not, however, experimented otherwise to further isolate or confirm the problem.
