Actually in the real world of financial market and institutions, money is never just piled up inside a big vault, but constantly been lent out and circulated into house holds (real cash is usually very low, but in the form of deposits or securities). We probably need a whole new financial mechanism in game to represent the gigantic financial sector. The "bank" in game is really not functioned like in real world (It's really not just supply and demand for cash).
Maybe some mechanism of bond market can be implemented. Corporate bonds and other bills, even city or state issued ones can be interesting additions to the game.
