Natural Resource Firms Capacity Modifier script line in the upcoming version 11.0:

[SPECIAL RULES]
Natural Resource Firms Capacity Modifier=<50-500>

This script line allows you to adjust the capacity of all natural resource firms, including mines, oil wells and logging camps. The value can be set between 50% and 500% of their default capacity.
