https://www.photopea.com/
step2.Drag and drop the downloaded PSD file into your browser. step3.First, press the button that looks like a "T" with the number 1 on it. Then press the red circle with the number 2. If you do not see this 2, you can go to the next step. <step4-1: How to edit the text>
First, press 3-1 on the right side where the text you wish to edit is written. In this example, it is the word Breakthrough. Next, click on the text on the image in section 3-2. This will edit the text directly. <step4-2: Changing the font design>
If you want to change the font design, press 4 to display the list of fonts to choose from.
<step4-3: change font size>
If you want to change the font size, you can do so in section 5.
<step5: How to save>
To save the file, select PNG in 6 and save the file, and you are done. If you want to save the edited PSD file, press 6-2. If this is a banner for a scenario, it should be placed in the "image" folder under the scenario in your language.If there is no folder, please create one.
If it is a DLC banner, put it in the DLC folder in your language.

*Two types of banners are needed: a regular size banner and a smaller size banner.
Below are instructions on how to make a small size banner.
<step6-1: How to change the image size>
You will also need to edit the size of the image to create a reduced-size version. Press "image" in the menu above and press 7. step6-2.First of all, look at the place 8 circled in red. This is the automatic aspect ratio setting. However, this is not necessary, so click on it to deactivate it. step6-3.If it is a scenario banner, set it to 390*100.
Save the banner in the "image_s" folder for scenarios, etc. If there is no folder, please create one.
Of course, this is also the scenario folder in your language folder.
The place where the banner is used is shown in this reply.

The DLC banner to be placed in the slim folder is not a reduction, but a size cut.
But even with the method in STEP 6, users will not notice the difference.
Below is an easy way to create something similar to the English version. (Not exactly the same)
STEP7-1. Press 9 under the image in the menu above, not to be mistaken with where you pressed in 7. STEP7-2. Set the size to 660*125. Then click on the white circle surrounded by a red square according to the DLC.
10-A:(BANKING&FINANCE,City Economic Simulation)10-B:(Subsidiary,DIGITAL AGE,EXPERIMENTAL) Save the banner in the "Slim" folder for DLC. If there is no folder, please create one.

The reason for 390*100 is because that is the size of the small size of the English version.
I think the banner you made is very well done.

Re: How to create a translated banner image.
I ask because you must not make a mistake.
Did you create a regular size banner and a small size banner?
Regular size is 593*159 if saved as step5. if it is a DLC banner, the size is 750*125.

I understand what you meant earlier when you asked "Correct?".
Let me illustrate this with a little diagram.
You need two banners of different sizes for this game.
Like this. The DLC banner needs to be 750*125 and 660*125 as well.
The DLC banner should be placed in a folder called "slim" in the DLC.
In this case, please refer to the Japanese translation folder.
