delay upgrade tech?

I have technology disruption and product customization option enabled (not being used) and the auto-apply R&D to factorizes enabled when I acquire (I like to think of it as a license since I play with technology disruption) new tech I noticed it doesn't go into affect (right away?), I went to every factory that was manufacturing the acquire licensed product and manually clicked Upgrade tech which then increased the quality.

I'm assuming that if I can go and manually upgrade tech its either a delay in the application or its not actually working. Anyone else experiencing this issue?

yup i did experience this as well, thats why i ve auto apply deactivated and apply straight from R&D manually for all factories.
if ya buy tech then just start an r&d project for the just bought tech and you gonna be able to manually upgrade in all factories with 1 click

I think this is a bug but good work around.
