in 1 city game, hold the resource dont make you win ,

anyway this game is not foces on raw material control, it's more about marketing and r & d of your own product !!

the money you can make a resources is far less than you domain in certain kinds of product you can control !!

so try focus on how to operate your own company more efficiency is better

the turnover of inventory should be the key point you guys need to focuses !!

This is only a viable option many years into the game when there are a lot of AI companies manufacturing semi-goods, and even then, it's not very stable. As has been pointed out, timber and silica usually are the best resources because they are inputs for a lot of products. Oil can work well but I would recommend also manufacturing products that are made from oil (e.g. plastic, dye stuff, polyester) in order to ensure demand for your own oil. There are usually enough producers at that stage in the game to buy those types of products as well.
