Best practice for reporting a bug or an issue

Hello, just a minor tweak : using latest version 6.0.06 I've loaded a script which gave AI 5 years of advanced start without stock purchase allowed, and while I was naturally unable to buy stocks, I was still able to buy bonds.

1) The exact steps for triggering the bug with the save game
2) If your savegame uses a MOD, please let us know the name of the MOD and the MOD's version number.
