OK, I found out that my web host has disabled access to it, or rather have made a change that only allows access to commonly known file types.
So now I have zipped it, and the link is tested.

This bug will be fixed in the next patch.i have found a weird glitch when it comes to research.

Not sure if this is a bug, I don't seem to be able to use the internal transfer function.
I can reproduce it in a new game, it consistently happens.
1) Build a Software Company
2) Create a Tech Programming unit
3) Hire a tech lead
4) Build another Software Company
5) Internal Head Hunt, select the tech lead previously hired and click Transfer
6) The dialogue disappears and nothing happens
The same thing seems to happen during any other kind of internal transfers.
Am I doing something wrong?
