I suggest the buildings graphics to be upgraded and can be customized by users, like those in Steam via Steam Workshop

How about taking those options out of the poll, so people will (hopefully) revote for the other features. In return create a new stickied topic on the forum with the options that are implemented (both from this topic as the other features topic/poll)
The problem lies in people not doing that by themselves or "in time".
