Maybe an alternative would be an incentive system to avoid the ridiculous mix of residential/commercial, industry and farms. When you settle a new industry/farm, you have to pay a additional tax for the damage to the neighborhood (that could be huge in the business center).

Here is a sneak peak of the city zoning tools that we have been working on for the City Sim expansion pack:

Zoning Tool - Any Purposes
-Use this tool to remove land-use restrictions on the selected land plots.

Residential Zoning Tool
-Use this tool to set selected land plots to residential zones.

Commercial Zoning Tool
-Use this tool to set selected land plots to commercial zones.

Mixed Residential-Commercial Zoning Tool
-Use this tool to set selected land plots to mixed residential-commercial zones.

Mixed Industrial-Agricultural Zoning Tool
-Use this tool to set selected land plots to mixed industrial-agricultural zones.

Zoning Tool - Not For Sale
-Land plots marked by this tool will not be for sale.

Here are a few screenshots of cities with zoning. Notice that the factories are all located in the outskirts of the cities.

For those who never like AI building factories too close to residential and commercial districts, zoning would be an effective solution. And there are other economic and city development implications resulting from zoning as well.

So this is just for mayors to set up "zones" for AIs to follow then? (And it's interesting that in the last picture, the cash is negative, I guess in game governments like debt spending as much as their real life counterparts :lol: )

I love the idea!! But will the zones be in place before each game randomly? or will we need to go into a government mode and set up the zones for each city?

Zones will be set up by the player in the government mode.

On the screenshot shown above, you can see two new buttons at the bottom of the screen for switching between the government mode and the business mode.

Are there any requirements to gain access to the government tools for each city, like a certain number of community buildings? For example, your corporation must have 800 donation points (different buildings give different points) and then you gain access to the government tools?

I guess doing the zoning ourselves is the easier option rather than the ai doing it. Because some will want to zone for farms as some cities, London, have urban farms.

In our current plan, only the player can be the mayor in the government mode. In other words, you don't have to worry about an incompetent AI running the city with all the new power and options given to the mayor.
