Have you enabled the CES DLC on the DLC menu?

I have rolled back the patch to the previous version 4.4.05 which you may download from:

Our programmer will further investigate the problem.

David i had same issue even with 4.4.11 and subsidiary dlc only, and i can't start with more than 10 cities with subsidiary dlc only.
Any chance to have 15 cities with 5 millions people also in CES?
thanks

The 15 cities limit is a change that we made to the CES DLC only. There were users who complained that the game took too long to pass one day when there were many cities and firms. So we don't want to increase the city limit in the base game or the Subsidiary DLC which may lead to more complaints on this.
Any chance to have 15 cities with 5 millions people also in CES?
Please read this article which explains why the cities in CES DLC use a different simulation algorithm than the base game:
http://www.capitalismlab.com/ultra-real ... ation.html
In the CES DLC, apartments are simulated more realistically and each of them accounts for a certain percent of the city's population. This is a lot more realistic than the base game's simulation algorithm where a couple dozen apartments can represent a population of 5 million.
To have a city with 5 million people, it will have to generate hundreds of apartments (about 10 times as many apartments in the beginning of a new game as they are now) and dozens of civic buildings of each type, which will make the map too crowded to play and consumed too much CPU power.
We have scaled up the consumer demand and other gameplay variables in the CES DLC. Thus, while you are running a city with only 500K people in CES, gameplay wise, it feels like running a city of 5M people in the base game.

I encountered a fairly interesting bug, if I make more than 26 factories of one product the game crashes with a itemtyp.cpp Line: 1497 error
The game crashes as soon as the 27th factory starts producing
I've tested it on 4.4.11 Beta, with the Subsidiary and CES dlc's. No mods
I added a savegame with 26 Bed factories so you'll just have to add a 27th for the bug to appear
Edit: Additional information:
The crash is independent on the cities in which the firms are placed (that's why, 27 textile firms in 15 sizeable cities can happen);
The 27 factories have to be owned by the same company, once spread over multiple subsidiaries it works fine;
The crash seems to be related to the manufacturing tile.
