Have you tried using another mouse and see if the problem persists?

Probably not. I think you've explained it well enough, just nobody really knows how to fix
Have you tried updating mouse drivers? There was a new driver as recently as August..

Also what graphics card are you using? Is it some on-board chip, or a dedicated graphics card?
Try updating the drivers for that too.

Ah I did not see a new page appear, sorry missed that.
I just pulled out my old Logitech MX500 and tested it and noticed that the game reacts better and the interruption is almost not present (only at really really slow speeds, guess I never noticed it, because it is barely present).
I went back into my mouse settings and found an option to set the polling rate for it and saw is set to 1000 for the gaming setting. If I switch it to 125, the mouse lag is barely noticable in the Capitalism Lab window. At 1000 it is really really bad and the mouse only works on fast movements.
Maybe it can help to find the issue?

Hm, its odd that decreasing the polling rate would also decrease the lag.
Maybe at 1000Hz the mouse is generating data faster than Cap Lab can process it all (not entirely sure).
But what is the issue you are left with now, if you can play Cap Lab without lag?
Does it mean you can only do this using your old mouse, or decreasing the polling rate has caused other problems?

I do not really want to use my old mouse, it is a backup in case my current one dies, I guess. Also the polling rate is high, because PC gaming masterrace and stuff.

I guess I could create a profile for it at the lowest setting, but it was still somewhat noticable, not as noticable with the MX500 though.
The issue we are left with is that this might not get fixed forever and remove the possibility for other people to enjoy it, once the technology in mice has increased even more and people cannot find an old enough mouse to play the game. I think it should be fixed, if possible, still. The problem is only present with Capitalism Lab and no other software so far, so I do not know if the workaround is an appropriate solution.
I am thankful though for somewhat being able to play the game now.

Been a few months since I last played the caplab and I have the same mouse problem for the first time. Meanwhile I've changed my gpu from geforce gtx 460 to radeon 7790 dunno if it's related.
On full screen, if I move my mouse slowly, game doesnt respond at all. (completely 0 respond)
To counter this on control panel/mouse section I increased the mouse pointer speed to 9/10 (which was 5/10) and disabled the pointer precision. I also decreased the mouse DPI to 800 (which was 1600) and the report rate is 250
also increased the mouse senstivity at game to like 6/10.
with these changes my cursor is absurdly fast at windows but at game it's ok -almost good as normal.
mouse:logitech g500 (been using the same model last 5 years),
gpu: radeon 7790 and 23" monitor.

dunno how, but after a week later that I wrote that post, somehow it got fixed by itself. I didnt really update anything or so, only thing I suspect is I had trouble while removing rome 2 total war from steam due to some mods. oh well I dont have a problem atm, so ima happy panda now
