I've noticed two bugs, when in a gov building when upping the facility upgrade budget it doesn't up the budget no matter where the slider is( see screenshots)
And when the land value of a factory goes up the AI CEO of my sub company or AI COO moves the factory from where I want it. I don't know if it is a bug or something they do but it is annoying and I would like them to stop an option to be turned off

That doesn't really sound like a bug, but more of a feature. But I suppose this could be something to control subsidiaries a bit better, a feature like 'Do Not Relocate Firms', somewhat similar to 'Do Not Close Unprofitable Firms'.

i did experience the same, i had 120 factories all in lines of about 10, and consistently the AI would relocate just 1 of them to random spots all-over the map,
if i moved it back the AI would move it again, if i demolished it, the AI would move it. it did not do anything with the space where the factory had been just left it empty each time, and the company had over a trillion dollars in cash.
its one of those odd things like the disable expanding in production actually only disables everything except software, software semi products, computers etc.

I’m at a loss to explain what’s happening, but all of a sudden, every bank in my game, including my two personal banks and all the AI banks, is experiencing a massive influx of loans and defaults in the trillions of dollars simultaneously. This has caused every single bank to fail, regardless of the amount of cash they have on hand. They’ve all run out of cash out of nowhere. For both of my banks, the loan demand reached its peak and then, all of a sudden, the entire loan demand hit the banks simultaneously, regardless of whether they had enough resources to fulfill that demand.

Your save game is not downloadable at the moment. I've sent you an access request.
It seems that it was caused by the same bug reported in viewtopic.php?t=9777
The bug was in version 10.0.32 and 10.033 and then was fixed in 10.0.34. So if you played your game using 10.0.32 or 10.033, it could be the cause.
You can check whether it is the same bug by looking at balance sheets of all cities. If you see ***** in a balance sheet, then it is the same bug.
If that is the case, I suggest that you load an earlier save game (if you have one) that does not have ***** in any of city balance sheets, then run it with v10.0.34 and this bug will not occur again. However, for savegames are already infested with this bug, there is no way to eliminate it because it has affected the simulation data already.
As a side note, CapLab launcher now auto patches all versions of v10.0.xx to version 10.0.34.
