Import Quality Very Low

I put this in my script

Your Start-up Capital=High
Random Events=Occasional
Game Starting Year=1990
Retail Store Type=Many
Technology Disruption=No
Stock Market=Yes
Alternative Stock Sim=Yes
Boom-Bust Cycle Volatility=Moderate
Macro Economy Realism=High
Inflation=Inverse
Inflation Strength=Normal
Retail Store Floors=Multiple
[PRODUCTS]
Import Quality=Very Low
[CITIES]
City=Seattle
Locked=Yes
When checking the seaport quality they were still at 60+
When setting the Import Quality=Very Low via the setting screen then the import quality drop to 16 which seems right.
Have I place the option wrong in the script?
