I started up a game, and immediately started a sub to do telecoms. I had to build the telecoms a the CEO did absolutely nothing. Only 10 cities, so I got that set up no problem , but annoying...
I then started up my main firm with a bit of ecommerce and a warehouse buying and selling products from the seaports. I then started up another sub for production that I can sell, hired a ceo with 100 in manufacturing and 60 in farming. Set them up to do production and farming, and they just sat there...so I built 6 factories for them adn they just...sat there.
Honestly where are these AI's coming from?? I'd be better off hiring stormtroopers.

I do use a custom script and the competitors section is this:

[COMPETITORS]

Number of Competitors=4
Competitor Start-up Capital=Very Low
AI Expansion Aggressiveness=High
AI Pricing Aggressiveness=Very Low
AI Expertise Level=High
AI Tech Head Start=None
Show Competitor Trade Secrets=Yes
AI Friendly Merger=On
Competence of Local Competitors=Very Low
Real Estate Focused Companies=1
Banking Focused Companies=1
Retail Focused Companies =1

Environment:
[ENVIRONMENT]

Your Start-up Capital Amount=40
Your Initial Personal Cash =0
Number of Cities=10
Retail Store Type=Many
Random Events=Never
Technology Disruption=Yes
Subsidiaries=0
Number of AI Persons=256
Private Company=Yes
Retail Store Floors=Multiple
Macro Economy Realism=Low
Inflation=On

Is there something I'm missing or is this whole AI just nerfed??

I don't have a save game as I rage quit as I was starting to shout and swear at the pc...

99.99% of the time i do set the AI i hire to be completely Idle, taking away all decision of them, as they do things if i let them i dont like as i got my own program of how things got to run.

letting AIs free hand will make them work, you might not always like it but well its not like you can hand them a piece of paper with duties, goals etc like IRL where they do as you command.

but giving em an HQ, some firms in the area they shall work and the right settings on management permissions will make them do something slowly.
the AI has been gotten stronger and more intelligent over the years, but they still are kept at pace, because the game shall be enjoyable for the player and not frustrating because the 50-60 or more AI company wash you out of every city, as really clever AIs with 100 times your cash bundled you wouldnt stand a chance, so yeah the AI is slow on reacting, i noticed that some changes they apply every 10-20 days as i cant turn them off completely to do absolutely nothing, so if i see certain stuff happen i check every 10 days to correct it which is annoying too but thats in my case maybe 1 or 2 budget sliders i got to watch once they start playing with it (some HQ budget sliders to waste money), anything else they are kinda locked out by permissions settings, else i d shout and most likely trash the PC for the permanent changes i got to correct across the whole game ever few days.

though Subs are helpful even if you dont let the AI do much but you can still use their Skills and you got other ways of making use of subs. there plenty stuff the AI can do for ya, but the main setup/business you should do yourself, but if you go in total price war for example ... handing your shops temporary to a retail sub and let them adjust agressive the prices for market share, by disallowing him to change products that gonna help you like hell not having to adjust a hundred prices every few days,
with super intelligent AI you just setup 3 companies and click fast forward and the AI play for ya, if you gave them more money then all the other AI companies together or its a fail as the AI companies steamroll yours.
