Not able to create Radical R&D anymore

After patching
11.056 i played 1 game and it was working but in another new game its not.
Attached 2 Save files from 11.056,

Update: I uninstalled, cleared all document files, reinstalled the game and still not able to build Radical units. Please help.

The download link has expired so I can't open the file. My understanding though is that the CEO or your CTO needs a certain amount of R&D Expertise to use Radical R&D (20). Did your save game have at least 20 expertise?

I didn't know that. Yes i had 0 exp in R&D and when it hit 20 i was able to build Radical units.
