Hello.

In my current playthrough most of the AI-persons have no expertise.

Normally it's the other way around: 30 persons have no expertise, but the rest has.
Now only 30 persons have expertise, 90 of them have not.

Seems like a bug. And now i can't hire anyone for better research in new classes
