A lot of resources on the map

Hello! I have a problem in the new version (Post-Release Beta 2.1.0.0). Every 2-3 months in my town there is a new source of resources. For 10 years, the entire map will be filled with mines, logging, wells. What is my problem?

Does anyone know what happens? I build the mine as soon as it appears. But they appear again and again.
