Bug? Seaports only in first 4 cities

I'm playing game with 7 cities and 4+4 Imports per city.
Since the beginning of the game most of the seaports the last 3 cities have not had any imports. 20 months have past and those seaports are still empty. Because of the order of the cities, I would speculate that it just stopped adding products to seaports shortly after while populating the 5th city. Most of St. Louis and all of Philadelphia and Cleveland have no products at seaports.
