AI 82 Canned Corn factories - One city?

2.3.05C I created a custom game one city (turbo speed). Why does the AI often open up more factories then needed. In this Example Platinum hummer is selling canned corn from 82 different factories.

The AI bug is fixed in the latest version 2.3.06.
