I know that Capitalism isn't SimCity type of builder games, and city landscape is mostly procedure generated (more like templates I imagine), so a player could find the same city with completely different maps in different games. It's a simple mechanics to reduce repetitive game play and prevent certain min-maxing.
However from modding perspective, there is no reason not to provide editor function for modders to create city landscape and map the way they liked it. Such as creating more realistic look with resemblance of real-life city, could make players feel much closer to the city where their corporations are located in. Right now, it feels like creating companies in a fantasy version of the earth, not the one around us (More of less breaks the immersion of the game). Or on the opposite sides, allow modders to create completely fantasy version of the world with nothing resembles our world (I believe it's relatively easy to create simple world map and city map editors for modding)
I think this idea could be a great extend to the city expansion or just for general modding capability of Capitalism Lab. Even though this idea wasn't implemented back in the days in early development, but IMO, it certainly can provide a lot of benefit for the whole Capitalism game community.

The city buildings will be modable in the next major updated version of CapLab.
As for allowing users to edit the city, our plan is to make it as part of the city simulation expansion. In playing the role of the government, the player will be able to place government buildings and relocate buildings, as well as basic functions of adding and deleting roads.
For those users who want to customize the city without government budget constraints, they will be able to use cheat keys to drastically increase the cash reserves of the government, allowing them adding as many buildings as they wish. Though, the government buildings must be fiscally sustainable on a continuous basis after they have been added, as the core simulation engine depends on that to function.

Besides buildings and road, I was also thinking about river, shore line, and world map customization. It might be a good addition to city simulation expansion. This may even have effect on energy production sector if water body or city climate are factors.
