AI Supplier Selection

Hello everyone.
In one of my games, my company enlarged a lot and now I have many farms, factories and retails stores at many cities. I made my COO manage my firms, but I saw that he made bad choices at supplier selection. Let me explain.
I have a retail store in city Harbin. I'm selling bottled milk in that retail store. My COO is free to select suppliers from my own firms. So here's the deal.
I have a factory in city Harbin. (the same city my retail store is in) That factory sells bottled milk overall 134 points.
I have a factory in city Toronto. That factory sells bottled milk overall 140 points.
When we don't consider the freight charge, Toronto looks like the right choice because it's 6 points ahead. And AI selects Toronto. But when we consider freight charge,
Toronto costs $1.83 (0.70+1.13) while Harbin costs $0.98(0.70+0.28)
Both qualities are 85 and brand ratings are very close (93 and 92). Though, brand rating depends on my retail store city , so it doesn't matter.
I calculated the overall rating again by considering the freight charge,
factory at Toronto has 70 points,
factory at Harbin has 118 points.
In short, please make the COO consider freight charge when selecting suppliers. You can see that COO is selecting a firm that's in fact 48 points worse. My company lose tons of money because of wrong supplier selection. Therefore I'm forced to fire my COO.
