Targeted Training capability

I seem to remember posting about this at least once in the long ago, but can't find it. In any case, I'd REALLY like to have the ability to apply intensive training on a firm by firm basis. In other words, when you start an intensive training program, it will have a button to choose "all workers" or "select firms" like the new "adjust training level" option in version 2.6 29.
In the real world, of course, companies apply targeted intensive training programs every day in factories or stores which they have recently built/staffed, acquired, or switched over to production/sale of a new product. In gameplay terms, it's wasteful (not to mention wildly expensive) to train every employee in every factory/shop/mine etc., etc.
Based on what I've read about the new version, the game engine will not spend money training units already at level 9, although I haven't been able to test that yet. I'm not sure if this is also true for intensive training programs (is it?). Even if it does work for intensive training, there are always factories I don't WANT to improve. For example, I often have one factory manufacturing a big volume product like toothpaste for sale to my competitors, while I sell the same product from a different factory in the same cities. I'd like to be able to "instantly" upgrade my own source factory and sales outlets while keeping a lid on the product supply to my competitors. As the game develops, I may even have a separate mine, oil well, or lumber mill for sales to competitors and, again, I'd prefer to limit its efficiency.
I'm hoping this is reasonably simple to program - after all, you did something very similar to specifically target in-store training levels.
