Idea suggestion for possible DLC

I had this idea I wanted to share with someone. What if the information under expertice were more fluid? Say if through research experience, or manufacturing experience ect. those settings changed with focus. Say if I spend a year overseeing research my research setting would advance. Could even have the person go to college and advance those settings.
