Training in R & D centre

So what is the purpose of training in an R & D centre? Does it speed up research?
YES you get much better tech numbers the higher your R&D levels are.
Say, example, A level 1 lab gets you +20 for a 1 year r&d project
A level 4 lab will get you +50 for the same time....1 year
Don't know what the exact numbers are...sure somebody knows and posted them somewhere, but you get the idea.
Also if you put a AI person in charge of the lab and chose a research project in their expertise you receive a boost to the r&d project.
