bug: apartments not being valued correctly

This is similar to the media bug from v4.205, where the business asset was valued too low and there was a net loss when buying. The media one was fixed (thank you), but this one is not.
I will provide a save game if needed and can make screenshots if needed as well.

pictures of whats happening.
This happens with commercial buildings as well owned by the government (they dont spawn, so I had the mayor build one and then immediately transfer it over to the subsidiary, and the reflected value was construction cost not market value)

The programmer is working on it and the fix will be available in the next patch v4.2.07.

We have fixed this bug in the latest patch v4.2.07.
