How does # of Competitors Work?

I am trying to create a new mod (which I'll share) and script. Part of the script is to have 20 competitors. #of AI Persons 35. When I start a game, it is only me (private company). After I run the clock, only a handful of competitors will show up. In one run, only 3 corporations were shown after 7 years. If I'm lucky, I'll see 11 in 10 years.
If I go to game settings, the screen will show 20, so it tells me my script is right, I think.
