Help me: my subsidiary cannot issue new shares to the public

I'm wondering why I cannot let my subsidiary issue new shares to the public. Please see the screenshot.

I have never asked this subsidiary to issue any shares to the public before, though I issue to parent company a couple of times. I have run the game at speed 5 for some time, but the subsidiary still cannot issue shares to the public (it can issue to the parent company though).

Have you tried decreasing the Issuing Price?

Yes I tried, but the maximum is still 0.

There is a mechanism to prevent a company from issuing too many shares to the public as the public will lose interest in buying the shares too frequently.
You may wait for a few months and try again.

Yes, I waited for around 6 months. But it is still 0, besides, I never issue any share to public for this subsidiary.

Well, I tried to wait for 2 years, then it works. I think there is no bug. Sorry for the confusion.
