Normally, one of the AI companies will produce an OS within one year since the start of the game. In your game, for some reasons, there is no such OS from an AI company.

In this case, you may develop an OS on your own.

Also, when you start a new game next time and you do not see any OS available one year after the game has started, please send me the save game file and I will look into it.

Firstly research the tech required for developing an OS:
