Global Competitiveness Rating

Question 1: Is Global Competitiveness working as intended?
In my game settings as seen in the attached screenshot "cap1", my Random Global Competitiveness Ratings has been set to "No". According to the description it should have the following effect:
"If this is disabled, global competitiveness ratings will be initialized with a constant value of 0."
The "cap2" and "cap3" screenshots show that the global competitiveness of industries do start at 30. However, after 1 month, it all changes to what you see in the "cap4" and "cap5" screenshots.
This is easily reproducible. Simply start a new game and advance time 1 month.

Question 2: This is likely a symptom of the same issue. When global competitiveness goes above 100, is it possible to reduce it?
I remember seeing a post somewhere stating the once your city reaches 100 competitiveness, then further university research will reduce global competitiveness.
If that statement is true, then it's currently not working.

I can provide a same game if needed showing that global competitiveness has increased beyond 100 in all industries from Electronic Products to Watches, and that doing research in several cities increases global competitiveness significantly, making it impossible to achieve a level to export products.
