I'm playing my first game of CapLab for a while, and am using either the RealWorld or ModernWorld mod.

When I play a game with them, Tech companies don't do any R&D whatsoever. In fact, no companies do. I'm mystified as to why not. I've tried disabling the Digital Age DLC, and using the various 1-8 difficulty settings when I start a new game.

If I don't load a mod, and use the default dataset, Tech companies develop tech as normal.

This happens with both the 5.5.02 post-release beta, and 5.4.13 release.

I feel like I've missed something obvious, but I can't figure it out .

UPDATE: Tried both RealWorld 11.31 and 11.23 on the release and post-release beta, and the AI doesn't perform any R&D on those versions of the mods, either. So, my guess is something is wrong in CapLab. Any ideas?

Note, that the CapWorld mod does have fully working R&D/tech by the AI.

After further testing, this issue is specifically caused by the City Economic Simulation DLC. With the RealWorld mod active, if you disable the City Economic DLC (but leave the Subsidiary and Digital Age DLCs turned-on), the AI performs R&D on products, as normal. If you enable the City Economic DLC, it doesn't ever do product R&D. Fiddling with the City Economic DLC game-start options does not help (turning off global competitiveness ratings, etc.).

It's not a zoning/land issue. I've run a game (with the City Economic DLC enabled) for at least five years, won an election, and there's plenty of land to build R&D firms on - they just refuse to do so.
