You may disable the City Economic Simulation DLC for the higher population scale, allowing you set the population to 5 million.

Now, I know why, because of concern about CPU usage too high!
Thanks for this design, but I still hope we can have more population for each of city, maybe we can make few of cities economy merge together? just like another game "Simcity 4 or 5" to make economy more realistic? maybe just my dream.
